Water Street, South from Fulton Street; January 15, 1928.
The barber's pole is outside a storefront barbershop in the United States Arcade Building, a 1898 commercial building occupying a site on the south side of Fulton Street, between Water and Pearl Streets.
In 1961, U.S. Arcade was sold and razed to developers Meyer Bros., who put up a parking lot. Later, the site would become part of the full-block footprint of 127 John Street (a.k.a. 200 Water Street), an International Style high-rise designed by Emery Roth & Sons and completed in 1971.
