Completed in 1906 to the designs of Richard A. Walker of architectural firm of Walker & Morris, the Arlington Branch is typical of the suburban model of Carnegie Libraries. Originally called the East Branch, the two-story building is freestanding, within a larger lot surrounded by a lawn, and is symmetrical in layout with large windows.
The library has one of the most well-preserved Carnegie Library interiors in the city. Original features include two graceful wooden staircases, oak trim,decorative mezzanine railings, and a fireplace surrounded by oak paneled reading nooks.
