Gramercy Park was never meant to be public. Designed by Samuel B. Ruggles, who also designed Union Square, the park was envisioned as a kind of "front yard" for the residents of the 66 lots which face the park. Ruggles described it as "ornamental" to the Greek Revival row houses surrounding it. A fence, rendered in an English Romantic style, was constructed around the park in 1833, supposedly to protect the landscaping. Even today, you will need to obtain one of the 383 circulating keys to gain access to the park. This access is only available to park-facing residents for a fee of $350 a year. Activities such as music playing, dog walking or socializing with groups of more than six people are prohibited. The well-manicured park, protected by shrubs and stately American elms, rarely sees more than a few people at a time. In recent years the exclusive greenspace has opened its gates for one hour to the general public for carols on Christmas Eve.
