Temporary staircases for buildings along Fourth Avenue, June 5, 1906. Stations between City Hall and and 33rd Street on the IRT Lexington Avenue line opened in October, 1904. In this photo 1906 photo, it’s unclear what work is being done, though the placement of the wooden stairways suggests sidewalk work.
