Dead end

Workers on pier at Erie Basin in Red Hook, some leaning on automobiles; one policeman on horseback observing them; cargo and ship across water in background. Caption: "Dead end: Idle longshoremen stand placidly at the foot of Columbia St., where a sparse band of pickets announce the cessation of operations in the Port of New York...."
